The draft proclamation is not 100% in favor of undocumented workers.  However, it supports comprehensive immigration reform ( CIR asap ) as proposed by Reform Immigration For America ( RIFA ) and various U.S. Senators!

Denver can be a leader in the fight for comprehensive immigration reform ( cir asap ) if it wants to be.  We will have to see how Mayor John Hickenlooper wants to handle this!
